The Virginia State Police, in collaboration with the Virginia Missing Children Clearinghouse, have issued an AMBER Alert for a four-year-old boy named Kai Foreman, who has been reported abducted in Norfolk. The abduction took place on June 16 at approximately 11:40 a.m. in the 900 block of East Liberty Street.

Kai is described as a Black male, standing 3 feet 6 inches tall and weighing around 40 pounds, with black hair and brown eyes. At the time of his disappearance, he was wearing red Crocs, blue shorts, and a grey True Religion T-shirt.

Authorities believe that Kai may be in extreme danger and was allegedly taken by a 27-year-old man named Tyli Nekah Scott. Scott is also a Black male, standing 6 feet 1 inch tall, weighing 173 pounds, with black hair styled in small braids and brown eyes. He was last seen wearing khakis, a plaid shirt, and a ski mask.

They were last observed on foot, and the police urge anyone with information to contact the Norfolk Police Department at 1-757-664-7000.
