Russian intelligence agencies are increasingly recruiting Ukrainian teenagers to conduct espionage and sabotage activities, according to a report by the Financial Times, citing Ukrainian officials. Officials in Kyiv have noted that Russia is specifically targeting vulnerable groups, including orphans, those displaced by conflict, and individuals in financial distress.
In a notable incident, a 16-year-old boy was apprehended in Dnipro after being recruited by Russia’s Federal Security Service (FSB) via Telegram. He was caught attempting to take photographs near a military facility, and it’s believed that he was meant to provide information to assist Russian missile or drone operations.
SBU chief Vasyl Maliuk emphasized the aggressive tactics employed by Russia, which include various crimes against Ukraine’s national security and recruitment of Ukrainian citizens. The Security Service of Ukraine (SBU) has reported over 700 arrests related to espionage and sabotage orchestrated by Russian intelligence since the beginning of the spring of 2024, with 25% of these detainees, around 175 individuals, being under the age of 18.
The scope of the recruitment campaign has broadened significantly since it began last year, initially focusing on acts of vandalism such as burning cars and damaging infrastructure. The FSB’s strategy has evolved into the use of Ukrainians for more grave actions, including suicide bombings.
This situation raises serious concerns about the targeting of minors not only in Ukraine but across Europe, as reports have surfaced linking teenagers in various European nations to similar acts of sabotage and espionage related to Russia.
The ongoing conflict and its repercussions have created an environment where vulnerable young individuals may be coerced or lured into dangerous activities, underscoring the need for protective measures for youth in conflict zones.
