Starbucks has announced a significant policy change, requiring customers to make a purchase if they wish to use its coffee shops or restrooms. This new code of conduct, which is set to be displayed in all company-owned locations across North America, also prohibits discrimination, harassment, outside alcohol consumption, smoking, vaping, drug use, and panhandling.

This shift marks a departure from the company’s open-door policy initiated in 2018, which was widely recognized as a response to a controversial incident in Philadelphia where two Black men were arrested for sitting in a Starbucks without making a purchase. The incident, captured on video, drew public outrage and prompted Starbucks to reevaluate its customer service policies to foster inclusivity.

The change in policy comes under the leadership of Brian Niccol, who took the helm last year with a vision to revitalize the coffee chain and reestablish its image as a “community coffeehouse.” Niccol has expressed a commitment to creating welcoming spaces for all customers while prioritizing paying clientele. Starbucks spokesperson Jaci Anderson justified the new rules by noting that many retailers have similar policies in place, aiming to balance accessibility with a comfortable atmosphere for customers.

Anderson emphasized the intent behind the policy, stating, “We want everyone to feel welcome and comfortable in our stores.” She assured that while the code enforces these new regulations, the company also recognizes that some visitors may need access to restrooms or Wi-Fi before making a purchase.

In light of past safety issues, including the closure of 16 stores in 2022 due to repeated disruptive behaviors, the new rules reflect Starbucks’ ongoing efforts to ensure both customer satisfaction and safety for its staff. Employees will receive training to enforce the new conduct rules effectively, and the policy allows for law enforcement involvement if necessary.
