As the year draws to a close, the Social Security Administration (SSA) has released an extensive update detailing its milestones for 2025, highlighting significant developments in benefit payments, customer service enhancements, and program advancements.

Commissioner Frank J. Bisignano addressed Congress in a letter outlining the agency’s notable progress. The report reveals that the SSA has successfully completed disbursing over 3.1 million payments, amounting to more than $17 billion, to individuals eligible under the Social Security Fairness Act, achieving this goal five months ahead of schedule. “In July, we announced that we completed sending over 3.1 million payments, totaling over $17 billion, to beneficiaries eligible under the Social Security Fairness Act (SSFA), 5 months ahead of schedule,” Bisignano stated.

On the digital front, the SSA has made significant strides by ensuring that its “my Social Security” portal now operates around the clock, replacing previous outages. This enhancement means Americans can access their Social Security information online 24/7. “As a result of the quick actions taken by my leadership team this past summer, Americans now have 24/7 access to their Social Security information online,” the letter declared.

These digital improvements are complemented by advancements in in-person and call-center assistance. The wait times for phone calls have significantly decreased from an average of 28 minutes in Fiscal Year 2024 to 15 minutes in Fiscal Year 2025. Additionally, the average waiting time for office visits has dropped nearly 27 percent to 22 minutes, with scheduled appointment visitors experiencing an average wait of just 6 minutes.

The report also addresses critical benefit-related changes that will directly impact millions of Americans. Notably, beneficiaries will see a 2.8 percent cost-of-living adjustment (COLA) commencing in January 2026. “Social Security is a promise kept, and the annual cost-of-living adjustment is one way we are working to make sure benefits reflect today’s economic realities and continue to provide a foundation of security,” emphasized Commissioner Bisignano.

Moreover, the SSA has made strides in reducing backlogs and enhancing program integrity. The agency has utilized technology and optimized resource allocation to decrease the average response time for inquiries while serving 65 percent more callers.

The payments under the Fairness Act signify a significant relief step for public-service workers, including teachers, firefighters, and police, whose retirement benefits were previously capped by earlier legislation. As a result of this year’s implementation, many recipients received retroactive payments sooner than anticipated.

These advancements combine to create a more efficient and responsive system for recipients, characterized by quicker service, improved online access, fewer delays, and predictable benefit increases.
