The City of Spokane is gearing up for a significant infrastructure upgrade that will impact the northwest area, particularly around the intersection of west Francis Ave./Highway 291 and north Assembly St. The project, which is set to kick off on Monday, July 7th and continue through November 2025, will entail the installation of a new water transmission main designed to enhance water reliability and accommodate future growth in the region.
This major undertaking, costing approximately $3.25 million, marks the first phase of a broader initiative aimed at improving not just water systems but also sewer, stormwater, and traffic infrastructure. Motorists should expect detours and plan for additional travel time in the area, as traffic patterns will be disrupted. Temporary traffic signals will be established at intersections, and specific road closures will take effect:
– Northbound Assembly St. will be closed between Rowan Ave. and Francis Ave./Hwy 291.
– Southbound Assembly St. will be closed between Francis Ave./Hwy 291 and Rowan Ave.
Access to the Dwight Merkel Complex will still be available via Rowan Ave., ensuring that local activities can continue despite the construction.
To minimize disturbances, a noise variance has been approved, allowing construction to occur Monday through Saturday, from 6 a.m. to 6 p.m. As the project progresses, future phases will introduce additional lane and street closures on various roads, including N. Royal Dr., W. Lyons Ave., and N. Rifle Club Rd.
