The U.S. State Department has issued a stern warning to international students, particularly from India, as it recorded an unprecedented surge in visa revocations in 2025, totaling over 100,000. This figure represents more than double the visas revoked in the previous year, reflecting the impact of stricter foreign vetting policies put in place following an executive order signed by President Donald Trump in January 2025.
Among those affected are around 8,000 student visas and 2,500 specialized work visas, mainly due to visa holders’ encounters with law enforcement concerning criminal activity. Most visa cancellations involved business and tourist categories, with many cases stemming from overstays. Specifically, violations associated with specialized work visas included driving under the influence, assault, theft, fraud, and drug-related offenses.
The increase in revocations coincides with the implementation of a “continuous vetting” system, allowing the State Department to review the status of visa holders even after their arrival in the U.S. As of August 2025, approximately 55 million foreign nationals with valid U.S. visas were under review.
Alongside this, the enforcement of the “public charge” rule has been revived, under which visas can be denied or revoked if applicants are deemed likely to rely on public benefits. This assessment includes factors such as health, financial resources, age, and English proficiency. Officials have stated that these measures are aimed at enhancing public safety and national security.
The wave of visa cancellations has raised considerable concern among universities, employers, and immigrant advocacy groups about the due process rights of those affected and the potential repercussions on the international student community and skilled labor workforce. Previous revocations in 2025 have prompted legal challenges and increased calls for clearer procedural guidance from the authorities.
As the State Department indicates that the review process will extend into 2026, it remains clear that visa holders need to be vigilant about complying with U.S. laws and regulations to protect their status and future aspirations. The current climate of heightened scrutiny may serve as a wake-up call for international students to carefully navigate their academic and professional pursuits in the United States.
