On Thursday, May 15, Quito will implement a vehicle restriction measure known as Pico y Placa to alleviate traffic congestion in the city’s urban areas. The restriction will apply during peak hours: from 6:00 AM to 9:30 AM and from 4:00 PM to 8:00 PM. Vehicles that are non-compliant will face penalties, including financial fines or community service as a means of punishment. The fines start at 15% of the unified basic salary (approximately USD 70.50) for the first offense, increasing to 25% (USD 117.50) for the second, and 50% (USD 235.00) for the third.
Exempt from these restrictions are official vehicles, diplomatic vehicles, those transporting persons with disabilities, vehicles driven by seniors, emergency vehicles, and 100% electric cars. On the day of the implementation, vehicles with license plates ending in 7 and 8 will not be allowed on the roads.
In addition to the new vehicle restrictions, ongoing roadworks in various areas, such as the expansion of the Ruta Viva and upgrades to Avenida Mariana de Jesús, are also affecting traffic flow. These improvements have led to partial closures and detours, which could exacerbate congestion during peak hours. Drivers are encouraged to plan their routes ahead of time and consider alternative paths to avoid delays.
The municipality of Quito is also joining a global campaign aimed at reducing road accidents, promoting road safety, and educating residents about responsible driving. This initiative focuses on raising awareness of traffic regulations and includes preventive speed operations, such as the one scheduled on Avenida Teniente Hugo Ortiz and Sucre starting at 8:00 AM today.
These measures and ongoing improvements represent a commitment to enhancing urban mobility and reducing traffic-related incidents in Quito. By fostering safer driving habits and upgrading infrastructure, the city is taking significant steps towards a more efficient and safer transit environment.
