Papua New Guinea (PNG) and Australia have formalized a mutual defense agreement known as the Pukpuk Treaty, which has recently stirred some debate. PNG’s Foreign Affairs Secretary Elias Wohengu has defended the treaty, emphasizing that it respects PNG’s sovereignty while encouraging international cooperation. Wohengu dismissed concerns about integrating defense forces from both countries, explaining that the treaty’s goal is to enhance collaboration by jointly training their defense personnel on similar platforms and assets.
He underscored that opportunities for PNG citizens to join the Australian Defence Force should not be interpreted as merging the forces. Instead, this pathway is an avenue for professional growth, particularly for PNG school leavers. The Pukpuk Treaty doesn’t include exclusivity clauses that could obstruct PNG’s relationships with other sovereign states or commercial entities.
Wohengu also drew comparisons with other regional treaties, such as the ANZUS Treaty, which showcases effective military partnerships that aim to maintain stability in the region. PNG currently engages in defense cooperation programs with countries like the United States, New Zealand, Japan, Indonesia, France, and China, indicating that the Pukpuk Treaty is intended to complement rather than replace these existing alliances.
The agreement has received the green light from PNG’s State Solicitor, confirming that it can proceed without any legislative changes. This development coincides with the celebrations of PNG’s 50th anniversary of independence, symbolizing a strong commitment to regional stability and security collaboration.
