PennDOT’s Bold Plans to Revamp the Kennett-Oxford Bypass

The Pennsylvania Department of Transportation (PennDOT) is making significant strides in enhancing transportation infrastructure by moving forward with the reconstruction of the Kennett-Oxford Bypass. This 22.5-mile limited access highway, designated as U.S. Route 1, stretches from the Pennsylvania/Maryland border in West Nottingham Township to Schoolhouse Road in East Marlborough Township within Chester County.

The planned renovations will focus on several critical areas, including full-depth reconstruction of the existing pavement, minor shoulder widening, guide rail replacement, enhancements to the drainage system, and the implementation of new stormwater management facilities. Furthermore, the project will involve rehabilitation or replacement of a total of sixteen mainline bridges, nineteen overpass bridges, and seven culverts throughout the corridor. To improve safety and accessibility, the mainline pavement will be adjusted, either lowered or raised at overpasses, to ensure adequate vertical clearance.

Traffic flow and operations are set to undergo improvements as well. The lengthening of acceleration and deceleration lanes at entrance and exit ramps is planned, alongside enhancements to intersection controls at ramp terminal intersections. The project will also introduce intelligent transportation systems, incorporating technologies like CCTV cameras and Dynamic Message Signs to improve traffic management.

In addition to the main construction work, significant enhancements are proposed for the intersecting roadways including Sylmar Road, Ridge Road, and several state routes including PA 272, PA 472, PA 10, PA 896, PA 796, PA 841, PA 41, Newark Road, and PA 82. This will accommodate necessary turning lanes and various profile adjustments at interchanges. Specific intersections, such as Chatham Road and E. Evergreen Street along with their configurations, will undergo evaluation for potential new traffic signals or roundabout implementations to improve traffic control.

Notably, the projects will align with local trail initiatives, potentially integrating trail improvements in select areas as highlighted in Chester County’s Southern Chester County Circuit Trail Feasibility Study.

For better management and execution, the corridor has been segmented into four sections to facilitate design and construction phasing.

This revitalization of the Kennett-Oxford Bypass not only promises a safer and more efficient travel experience for motorists but also shows PennDOT’s commitment to enhancing local infrastructure while considering community and environmental needs.
