Pacific Polytech has officially become a fully registered higher education institution in Fiji after fulfilling all necessary academic, governance, and financial criteria for government grant funding. This significant announcement was made by the Higher Education Commission Fiji (HECF), specifically by its Director, Dr. Eci Tekuru Naisele. The institution transitioned to full registration in August 2025, having originally operated under provisional status since November 2022.
Dr. Naisele highlighted that achieving full registration is vital for institutions aspiring to access government grants, a process that involves rigorous vetting. While the typical review is conducted by the HECF, in this case, the Ministry of Finance undertook the vetting process directly. Following this, Pacific Polytech received approval for its grant, which has now been disbursed, signifying a boost to its operational resources.
As part of its regulatory oversight, the HECF identified several compliance gaps in Pacific Polytech’s programs and funding procedures. The institution has already addressed many of these issues. Dr. Naisele also responded to a parliamentary recommendation from the Standing Committee on Social Affairs to investigate the funding of Pacific Polytech, assuring that the HECF will comply with parliamentary directives in its future actions.
Dr. Naisele reassured the public—students and taxpayers alike—of the commission’s unwavering independence and adherence to its regulatory framework under the Higher Education Act 2008. This legislation grants HECF the authority to enforce penalties, including fines and shutdowns, for institutions that fail to comply with regulations.
To promote transparency and accountability in the management of public funds, the HECF has implemented a robust Grant Management System designed to monitor financial expenditures and program outcomes. Institutions receiving funding are subject to quarterly assessments via acquittal reports, which the Ministry of Education reviews before any additional funding is released from the Ministry of Finance.
