Commodore Andrew Brown of the New Zealand Navy has received the Distinguished Service Decoration in recognition of his outstanding leadership during the critical incident involving the grounding and sinking of the HMNZS Manawanui off the coast of Samoa in October 2024. This honor is part of the New Year Honours List and reflects the significant contributions made during a potential environmental disaster.
Serving as the vital communication link between New Zealand and Samoan authorities, Commodore Brown played a key role in orchestrating efforts to manage the crisis. The HMNZS Manawanui, a vessel dedicated to diving and hydrographic studies, ran aground near Upolu while conducting reef surveys and subsequently sank the following day with 75 personnel on board; fortunately, no lives were lost.
For five months, Brown led the charge on the initial impact assessments, developed environmental protection plans, and coordinated salvage operations, all while fostering diplomatic relations among various stakeholders. His citation notably underscores the collaborative efforts with the Samoan government and local communities, which were essential in building trust during this trying time.
In his capacity, Brown was also instrumental in overseeing the New Zealand Defence Force’s engagement in salvage operations and provided expert advice to the Maritime Pollution Advisory Committee, which guided the national response to the sinking. His diligent efforts significantly impacted the decision to permit local fishers to resume their activities after thorough water testing was conducted.
