Municipal leaders are being encouraged to improve their performance, particularly in waste management and revenue collection. Maciu Nalumisa, the Minister for Housing and Local Government, highlighted that while some councils have demonstrated effective practices, there are significant challenges remaining, notably in tackling illegal dumping and inadequate rubbish management.
Nalumisa pointed out that despite the presence of bins and warning notices, illegal dumping persists in various municipalities and neighborhoods. He challenged municipal CEOs to evaluate their enforcement tactics, ensure citations are issued, and implement stricter measures against violators, indicating a need for tougher action to combat this ongoing issue.
The minister also voiced concerns over the low collection rates in certain municipalities, stressing that these rates are critical for local councils’ revenue streams. He encourages these councils to explore innovative solutions, such as forming public-private partnerships, engaging in commercial land development, and attracting corporate sponsorship to enhance recreational parks and infrastructure, rather than solely depending on government funding.
Additionally, Nalumisa confirmed that project progress would be monitored monthly to guarantee timely completion. Seema Sharma, the Permanent Secretary for Local Government, stressed the importance of strong governance, accountability, and clearly defined operational boundaries. She emphasized that councils are directly accountable to their residents, warning that any lapses in performance could damage public trust.
As local government elections loom later this year—the first in over twenty years—Sharma highlighted the urgent need for councils to engage in careful planning, ensure clear communication, and enhance service delivery standards. She reminded municipal executives that while special administrators may provide policy guidance, the onus of operational responsibility remains with them.
