Senior officials from the European Union gathered in Moldova on Friday for a groundbreaking summit aimed at strengthening bilateral relations and solidifying the EU’s commitment to Moldova as it approaches a significant parliamentary election. The discussions, featuring Moldova’s pro-Western President Maia Sandu and Prime Minister Dorin Recean alongside European Commission President Ursula von der Leyen and Council President António Costa, centered on the topics of EU membership, trade, investments, and security.

President Sandu described the summit as a “milestone in our relationship,” expressing her gratitude for the event, which she hopes will become a regular platform for dialogue. This summit marks the first of its kind between the EU and Moldova.

The EU granted Moldova official candidate status for membership in June 2022, coinciding with Ukraine’s similar designation. This status opened the door to accession negotiations, which were discussed during the summit. Sandu emphasized that Moldova is increasingly seen as an integral part of the European family, noting that the train for EU membership is already on its path, signaling hope and determination among Moldovans.

Both von der Leyen and Costa acknowledged the progress Moldova has made in its efforts to join the 27-member union, while outlining the necessary reforms in governance, fundamental rights, and economic management that Moldova must still undertake. This process is expected to span several years.

As an expression of its commitment, Brussels has pledged up to 1.9 billion euros ($2.2 billion) in financial support for Moldova from 2025 to 2027, with an initial tranche of 270 million euros announced during the summit. This funding is earmarked for critical infrastructure projects, including a regional hospital and improvements to Chisinau’s heating system.

Von der Leyen highlighted the significance of Moldova’s recent constitutional amendment that affirms the country’s European aspirations, stating, “What a testament to Moldova’s and our unwavering commitment.” She reassured Moldova of the EU’s solidarity, especially in the face of alleged Russian interference in the nation’s political landscape.

Moldova’s upcoming parliamentary elections on September 28 are viewed as crucial, especially with concerns about potential Russian meddling. Analysts have indicated that a strong showing by the ruling Party of Action and Solidarity (PAS) could enhance the credibility of efforts aimed at reforming the country in line with EU standards.

Political analyst Radu Magdin pointed out the summit’s symbolic importance, noting that a PAS-led government could be more credible in Brussels’ eyes. Conversely, the EU’s decision-making process regarding Ukraine’s accession could also affect Moldova.

Daniel Voda, Moldova’s government spokesperson, reinforced the vision of EU membership as a transformation for the country and its people, asserting, “Moldova is on the right track.”

This summit marks a hopeful step forward for Moldova, signaling a deeper integration with Europe and a strengthened resolve against external pressures.
