Chief executive officers of municipal councils have received a strong directive from the Government regarding financial accountability. Minister for Local Government, Maciu Nalumisa, has made it clear that municipal leaders will be held accountable for every dollar spent, as the Government intensifies its oversight of municipal finances.

In a recent address, Nalumisa emphasized the urgent need for better financial discipline, accurate reporting, and reliable internal controls across all municipalities. “Every single cent that a council spends will be accounted for; accountability is essential, and we expect timely financial reporting,” he declared. Consequently, municipalities are now mandated to submit their monthly reports and management accounts in a consistent manner.

Additionally, the Minister issued a stern warning against any violations of procurement protocols, underscoring that compliance with these regulations is non-negotiable. He outlawed practices such as contract splitting, evasion of established procedures, and informal arrangements. “Any deviation from your policy and procedures must be addressed promptly,” Nalumisa stated firmly.

The Minister further highlighted the importance of using Government-allocated funds for their designated projects and subsidies only, noting that any changes to this allocation must receive prior approval. Nalumisa acknowledged that maintaining strong internal controls is essential for protecting public funds and fostering trust in local government entities.

With these measures being implemented, there is optimism that local councils will embrace greater transparency and accountability.
