California’s Self-Generation Incentive Program (SGIP) is opening a new round of funding aimed at empowering low-income homeowners in Los Angeles with solar panels and battery storage systems at no cost. Commencing on September 29, this funding is accessible to customers of the Los Angeles Department of Water and Power (LADWP).
The SGIP, overseen by the California Public Utilities Commission, aims to lower greenhouse gas emissions and bolster grid reliability. By encouraging households to produce and store their own energy, the program seeks to provide both environmental and economic benefits. This specific funding round is directed at single-family homes and multi-family buildings that adhere to certain economic thresholds and are situated in qualifying locations.
To be eligible, single-family households need to earn no more than 80% of the area median income, substantiated by income documentation. For multi-family buildings, eligibility extends to those with at least five deed-restricted affordable units and situated in state-designated disadvantaged communities.
Though state-funded, the program’s implementation often relies on third-party developers. Haven Energy, a private company, has played a significant role in facilitating the SGIP rollout, having prepared over 1,500 applications across California since the RSSE track reopened earlier this year.
Energy reliability continues to be a pressing issue in California, especially during wildfire seasons marked by frequent power outages. Earlier this year, LADWP customers experienced nearly a million outages during the Palisades and Eaton wildfires. Additionally, as energy costs continue to rise—LADWP rates are set for an 11% increase in 2025—the benefits of owning solar panels and battery storage become increasingly valuable.
Haven Energy predicts that between 1,000 to 1,500 LADWP customers might qualify for this latest SGIP allocation. However, as with previous editions, funds will be provided on a first-come, first-served basis, underscoring the importance of early application.
This initiative offers a remarkable opportunity for eligible homeowners to not only save on energy costs but also contribute to California’s larger environmental goals, promoting sustainability and resilience in energy supply.
