An East Liverpool man has been sentenced to 25 years in prison after being convicted of repeatedly sexually assaulting a child over a two-year span. Joseph A. Goss, 41, received the sentence in Columbiana County Common Pleas Court without offering any remarks when given the chance to speak.

Columbiana County Assistant Prosecutor Tammie Riley Jones read a statement from the victim, who expressed the lasting impact of Goss’s actions, saying they left “deep scars” that she will carry forever. Goss was charged with two counts of rape, classified as first-degree felonies, and one count of gross sexual imposition, a third-degree felony. These charges stemmed from incidents that occurred between January 2022 and March 2024. As part of a plea deal, several additional charges were dismissed, including another rape charge that could have led to a life sentence.

During the sentencing, Judge Scott Washam emphasized the severity of the case and the lasting harm inflicted on the victim. Goss received a 10-year sentence for each of the two counts of rape and a five-year sentence for gross sexual imposition, all to be served consecutively. The judge also indicated that Goss might face an additional five years of supervision after his prison term, given the nature of his offenses.

She revealed that Goss’s actions had a profound effect on the victim, who lost her innocence during the ordeal.
