Authorities in Columbiana County have sentenced Joseph A. Goss, a 41-year-old man from East Liverpool, to 25 years in prison for the repeated sexual assault of a child over a two-year period. During the sentencing hearing, Goss opted not to make a statement, while the victim’s emotional impact was poignantly articulated through a letter read by Assistant Prosecutor Tammie Riley Jones.

Goss faced serious charges, including two counts of first-degree felony rape and one count of gross sexual imposition. These charges stemmed from offenses committed against a child aged 11 to 12 years from January 2022 to March 2024. As part of a plea deal, additional charges were dismissed, including a first-degree felony rape charge and a second-degree felony sexual battery charge.

Judge Scott Washam emphasized the severe nature of such cases, acknowledging the long-lasting impact on victims and the necessity of imposing stringent sentences to both punish offenders and safeguard the community. He sentenced Goss to 10 years in prison for each of the rape counts and five years for the gross sexual imposition, with the sentences running consecutively. This totals a 25-year incarceration, after which Goss will also be classified as a Tier III sex offender, required to report his residence post-release.

Prosecutor Jones expressed satisfaction with the resolution, highlighting the dedicated work of the Columbiana Police Department, particularly Detective Richard Whitfield, during the investigation. Defense attorney Joe King acknowledged the gravity of the situation, while also noting Goss’s cooperation with law enforcement.
