Ishmael Toroama Re-Elected: Bougainville’s Renewed Push for Independence by 2027

Ishmael Toroama has secured re-election as President of Bougainville, reinforcing his commitment to achieving independence from Papua New Guinea (PNG). With over 90,000 votes cast in his favor, Toroama’s leadership is aimed at realizing the aspirations detailed in the 2019 referendum, where an overwhelming 97.7% of Bougainvilleans favored independence. Despite facing opposition from the PNG government in Port Moresby, Toroama’s steadfast determination to push for independence by 2027 remains unabated.

Toroama, previously a commander in the Bougainville Revolutionary Army, has utilized his experience to steer Bougainville through its journey toward autonomy. He regards the 2019 referendum as a mandate, entrenched in the PNG constitution, justifying his continued efforts for full autonomy. The President’s resolve is clear, even as the national government exhibits reluctance in granting independence.

Political scientist Michael Kabuni notes Toroama’s influential leadership in holding the PNG government accountable. While independence remains the paramount goal, Kabuni acknowledges that alternative political arrangements may need to be considered if negotiations stall. However, full independence is viewed as the ultimate pathway to maximum autonomy.

Prime Minister James Marape congratulated Toroama on his victory and reiterated PNG’s intent to continue supporting regional development while maintaining peace during negotiations. Despite Marape’s supportive stance, Kabuni highlights that many within Papua New Guinea’s parliament historically oppose independence, raising concerns over the sincerity of devolution efforts.

The Bougainville Peace Agreement (BPA), established in 2001, remains a cornerstone of the dialogue between Bougainville and the national government. It serves as a peace and autonomy framework after years of conflict. While challenges persist, there is optimism among Bougainville leaders and the community that their aspirations for autonomy might soon be realized, paving the way for a future defined by self-determination and peace.
