A Connecticut doctor and a Florida CEO have been charged in connection with a significant health care fraud scheme linked to COVID-19 testing. Dr. Martin Perlin, 74, from Fairfield, and Cemhan “Jimmy” Biricik, 46, from Boca Raton, face serious allegations including conspiracy to commit health care fraud along with over 50 counts of health care fraud, as reported by the U.S. Attorney for the Eastern District of Michigan.

According to the indictment, Dr. Perlin served as the medical director of Fast Lab Technologies, LLC, based in New York, where he was responsible for ordering a majority of COVID-19 tests. Biricik was the sole member and CEO of the company, which falsely marketed free COVID tests via a website during the pandemic.

The fraudulent operations involved soliciting insurance information from individuals seeking tests. Fast Lab subsequently exploited this data to submit extensive and misleading claims to Medicare, Medicaid, TRICARE, and various private insurance companies, generating over $500 million in claims with $50 million reportedly paid out.

Details from the indictment indicate that the majority of rapid antigen tests were conducted at home without the supervision of medical professionals, and the so-called services provided were not actually rendered. Claims submitted included false assertions about the nature of tests performed and the involvement of medical professionals.

This case highlights the ongoing risks of health care fraud, especially in the wake of the pandemic when many individuals were vulnerable and seeking testing. As the legal process unfolds, it serves as a reminder of the importance of vigilance and integrity within the health care system.

The charges also reflect a growing trend of federal law enforcement addressing fraudulent practices that took advantage of the health crisis. While this situation is serious, it underscores the commitment of authorities to combat health care fraud and protect patients and taxpayers.
