The Fiji Roads Authority (FRA) is in the process of developing a new Code of Practice designed to improve the regulation of road excavations carried out by utility companies, including the Water Authority and Telecommunications Fiji Ltd. This initiative was discussed during a recent parliamentary session, where Opposition MP Virendra Lal raised concerns about granting permission to certain entities to dig up well-maintained roads for various projects and maintenance.
Public Works Minister Ro Filipe Tuisawau clarified that while these excavation activities are vital for the installation and repair of essential services like pipes and cables, the FRA has established a permit system to manage such operations. He emphasized that utilities must submit detailed designs and plans for review and approval prior to commencing any work. Additionally, these companies are required to restore the roads to FRA standards upon completing their projects. However, the Minister noted that adherence to these standards has not always been consistent, which has led to several ongoing issues. The FRA is actively addressing these challenges in collaboration with the involved utility entities.
The new Code of Practice aims to resolve several persistent problems, including outdated utility sketches, clarifying liability for damages that may occur during excavations, and standardizing the depth for laying infrastructure. The Minister recounted a significant incident in Tamavua, where a drilling operation inadvertently damaged a water main due to inadequate record-keeping.
Minister Tuisawau reaffirmed the government’s dedication to working with all relevant stakeholders to enhance coordination of utility operations before major road repairs are initiated. This collaborative effort is expected to lead to more efficient management of infrastructure, which is increasingly crucial given the rising demands on Fiji’s road network.
This initiative comes at a time when there is a broader movement to improve accountability and maintenance of existing infrastructure amid growing criticisms of the FRA’s management of road conditions across the country. With these efforts, the government aims to foster better road safety and enhance community connectivity.
