The Higher Education Commission Fiji (HECF) has expressed growing concerns regarding the proliferation of doctoral qualifications obtained from dubious online sources. Dr. Eci Naisele, Director of HECF, acknowledged the global acceptance of online learning yet cautioned that not all online educational providers uphold legitimacy. He advised students and the public to thoroughly verify the credentials of higher education institutions—whether they are based locally or internationally—before committing to any academic programs.
Dr. Naisele also encouraged employers to require formal recognition of the qualifications presented by potential employees. He recommended consulting the Fiji Qualifications Framework or the HECF to guide recruitment or promotion decisions effectively. The increase in questionable PhD qualifications from unaccredited institutions, often referred to as degree mills, threatens the integrity of higher education standards in Fiji and has the potential to mislead employers and the general public.
As a proactive measure, institutions are urged to ensure that applicants’ qualifications originate from credible, accredited, and recognized universities or education providers. Only qualifications recognized by national higher education authorities and listed on the Fiji Qualifications Framework are deemed valid within Fiji.
The HECF remains dedicated to protecting the higher education sector’s integrity in Fiji, aiming to shield learners, employers, and institutions from the risks associated with fraudulent or inferior qualifications.
This announcement compliments previous efforts by the HECF to assure quality in higher education through nationally recognized qualifications rather than non-accredited credentials.
