Fiji Unveils National Strategic Human Resource Plan to Transform Its Workforce by 2035

The Ministry of Finance’s Strategic Planning Office in Fiji is taking a significant step forward with the initiation of the National Strategic Human Resource Plan (NSHRP) for 2026 to 2035. This plan aims to provide a comprehensive framework for workforce management and planning in the forthcoming years. Assistant Minister Esrom Emmanuel highlighted that this new strategy will replace an older framework that has not been updated since 2015.

In crafting the NSHRP, the office is committed to employing the latest data concerning population demographics, employment rates, and labor market dynamics. Emmanuel remarked on the importance of this data-driven approach, stating, “We are currently analyzing the bureau’s latest population data, employment and unemployment data, and labor market statistics to gauge Fiji’s current labor market operations.”

As part of the planning process, the Ministry is engaging with key stakeholders and is set to have a steering committee review draft sections of the NSHRP in the near future. Emmanuel underscored the critical nature of this new plan in defining long-term priorities for the enhancement of human resource development in Fiji.

This initiative aligns with the Fiji National Employment Policy, which is focused on improving labor market conditions, fostering education and skill development, and tackling issues like labor migration and climate resilience. Set for finalization by July 2025, this employment policy complements the National Development Plan and aims to generate new opportunities across multiple sectors.

Moreover, there is a rising recognition of the necessity for better coordination in skills development and workforce planning, a sentiment previously expressed by Dr. Ganesh Chand at a recent forum. His advocacy for a dedicated ministry for skills development highlights the need for an urgent response to Fiji’s human resource challenges.

These initiatives reflect the Fijian government’s strong commitment to enhancing its labor framework and developing a skilled workforce. Such actions demonstrate a positive direction towards strengthening Fiji’s economy and fostering a resilient labor force. By emphasizing strategic planning and engaging with stakeholders, Fiji is well-positioned to create a robust human resource environment that addresses both domestic and international labor demands.
