The Ministry of Environment and Climate Change is in the process of revising its waste and recycling regulations, with an initiative to introduce a structured penalty system that will adjust fines based on the type of waste and its environmental impact. Dr. Sivendra Michael, the permanent secretary of the ministry, confirmed that these amendments will specifically focus on protocols for waste disposal and recycling, particularly the management of plastics that are imported into the country.

The objective of the proposed regulations is to categorize waste and establish fines that reflect the environmental and chemical hazards posed by various types of waste. Dr. Michael highlighted the necessity of differentiating penalties according to the severity of the risks, ranging from highly toxic materials to less harmful options like green waste and used household items.

The review process has already completed two rounds of national consultations, and plans are in place to further engage with communities in the Central Division and the outer islands. Dr. Michael mentioned that stakeholder consultations have been conducted in Fiji’s northern and western regions, showing a dedication to including voices from all communities, particularly those that face distinct challenges in waste management.

Once the consultations conclude, recommendations for the regulatory amendments will be sent to the Solicitor-General’s Office for drafting, followed by a presentation to the Cabinet for approval. Importantly, these new regulations will come into effect promptly upon Cabinet endorsement, as they do not necessitate parliamentary approval.

Additionally, Dr. Michael noted a lack of regulations under the Litter Act of 2008. However, a draft addressing littering, waste disposal, and recycling has now been completed. This initiative signifies a proactive approach to enhancing environmental management in Fiji and underscores the Ministry’s commitment to improving waste management practices and safeguarding the environment for future generations.
