Fiji to Introduce Random Drug Testing for PSV Drivers

The Land Transport Authority (LTA) of Fiji is finalizing regulations to implement random drug testing for holders of public service vehicle (PSV) licenses. This move is prompted by rising concerns regarding drug use among taxi drivers, particularly those working extended hours to meet financial demands. Chief Executive Officer Irimaia Rokosawa emphasized the need for these regulations to clearly delineate the authority’s enforcement capabilities similar to existing laws governing drunk driving established under the Land Transport (Breath Test and Analysis) Regulations 2000.

Rokosawa noted that the LTA is looking to neighboring countries for guidance in shaping these drug testing regulations. Collaboration with the Fiji Police Force has been established, wherein the police will conduct the tests while holding the legal authority to enforce arrests. This cooperative effort aims to ensure that any action taken against drivers under the influence of drugs is firmly within the legal framework.

Expressing a zero-tolerance policy towards illicit drug use in the PSV industry, Rokosawa stated that the authority will take decisive action against any driver or permit holder caught using drugs. He highlighted that driving under the influence is a significant threat to public safety. The LTA will not hesitate to initiate proceedings that could lead to the suspension or cancellation of driver licenses.

From January 1 to October 27 this year, the LTA conducted a total of 559 show cause proceedings nationally, resulting in 15 cases involving PSV drivers, which led to 11 suspensions and four cancellations. Rokosawa reminded permit holders that all PSV permits, except for rental and road carrier licenses, are due for renewal on November 27, with compliance history including any drug-related offenses being a consideration during the renewal process.

This initiative not only aims to enhance the safety of Fiji’s public transport system but also signals a positive step towards ensuring the health and safety of both drivers and passengers. The LTA’s commitment to working closely with stakeholders is expected to foster a more responsible driving environment and reduce drug-related incidents within the transportation sector.
