This observation was made amidst legal proceedings involving Epeli Naidrodro, the Human Resource Coordinator for the Fijian Elections Office (FEO), and former Supervisor of Elections, Mohammed Saneem. The court case examined an unprecedented financial arrangement where Saneem received a tax reimbursement, stirring surprise among FEO officials, including Afrina Hussain, the Human Resources manager. She noted the absence of critical documentation in Saneem’s personal file, which included important letters and contracts traditionally significant in such contexts.

Central to the case is the agreement between the Government and Saneem, which involved a Deed of Variation (DoV) that included a tax reimbursement clause. This clause, added by then-acting Prime Minister Aiyaz Sayed-Khaiyum, allowed for a $55,000 tax reimbursement, a decision currently contested for lacking proper authorization from the Constitutional Offices Commission and the President. Defense lawyer Devanesh Sharma argued that the reimbursement clause was legitimate and superseded an earlier DoV from 2022, maintaining that the Government rather than the FEO should bear the tax reimbursement expense.
