Fiji Secures $385M ADB Financing to Modernize Water and Wastewater Systems

The Fijian government recently sealed a substantial $385 million financing agreement with the Asian Development Bank (ADB) to kickstart the ‘Healthy Oceans and Water Supply Improvement Project.’ This initiative aims to overhaul Fiji’s water and wastewater management, addressing longstanding issues in the sector. The project will enhance the Kinoya Wastewater Treatment Plant, implement strategies to cut water losses, and set up a regional training program to bolster skills in water management.

The ADB will contribute a significant amount through a $304 million concessional loan and a 100% grant of $23 million to support training. The Fijian government will provide an additional $59 million, primarily covering taxes and import duties. This funding aims to mitigate the challenges posed by Fiji’s aging water infrastructure, which has faced neglect and inadequate maintenance over the years. Acting Prime Minister and Finance Minister, Professor Biman Prasad, highlighted that about 48% of treated water is lost before reaching households due to leaks, which also stifles sustainable economic growth. With the current sewerage systems operating beyond capacity, these improvements are essential for environmental protection and to support development.

The project outlines key outputs, focusing on improving water supply reliability, substantially upgrading the Kinoya Wastewater Treatment Plant to accommodate future demand, and setting up a regional accredited training program for water management professionals. This project has been in the works for two years and is now ready to move to the implementation phase. As reported, the government debt stands at a manageable level, with future projections in mind.

ADB’s Regional Director for the Pacific, Aaron Batten, expressed optimism that these improvements will reduce environmental pollution and support resilience against climate-related impacts. This initiative builds upon Fiji’s ongoing efforts to modernize its infrastructure and achieve sustainable environmental goals. Previous investments, like the $284 million allocated in the 2025-2026 budget, have similarly paved the way for addressing critical infrastructure needs, contributing significantly to public health and economic prospects.

Overall, the project reflects a strong commitment to not just surviving but adapting to environmental challenges, promoting a sustainable future for Fiji and positioning the island nation as a proactive leader in environmental stewardship and resource management in the Pacific region.
