The government of Fiji has recently announced a major development in its infrastructure and environmental efforts through a $385 million financing agreement with the Asian Development Bank (ADB). This initiative, the ‘Healthy Oceans and Water Supply Improvement Project,’ is set to tackle longstanding issues in the nation’s water and wastewater management systems. Through this transformative project, the Kinoya Wastewater Treatment Plant will undergo significant upgrades, plans will be implemented to reduce water losses, and a regional training program will be established to enhance expertise in water management.
The financial backing includes a $304 million concessional loan from the ADB and a $23 million grant dedicated to training, while the Fijian government will contribute $59 million, mainly for taxes and import duties. This investment is crucial for addressing the problems associated with Fiji’s aging water infrastructure, which has suffered from years of neglect and insufficient maintenance. Professor Biman Prasad, Acting Prime Minister and Finance Minister, pointed out that nearly half of the treated water in Fiji is lost due to leakages before it reaches households, a situation that hampers sustainable economic growth. The current sewerage systems are struggling beyond their capacities, which necessitates these improvements for environmental protection and developmental support.
The project aims to achieve several key outcomes, such as boosting the reliability of water supply, significantly upgrading the Kinoya Wastewater Treatment Plant to meet future demands, and instituting a regional accredited training program to better equip water management professionals. After two years of planning, the project is now poised for the implementation stage. Despite these developments, the government maintains a healthy debt level, considering future financial forecasts.
Aaron Batten, ADB’s Regional Director for the Pacific, expressed optimism about the anticipated reduction in environmental pollution and increased resilience against climate change impacts. This project is part of Fiji’s broader agenda to advance its infrastructure and attain sustainable environmental objectives. Similar previous investments, including the $284 million designated in the 2025-2026 budget, have addressed critical infrastructure requirements, thereby enhancing public health and economic opportunities.
