Fiji is poised to transform its development planning process, with the introduction of new systems that aim to significantly align national objectives with the operational plans of individual ministries. Assistant Minister Esrom Emmanuel described this shift as a groundbreaking move in Fiji’s development history, emphasizing the need for a cohesive strategy that effectively connects policy design with implementation.
Over the past year, the Fijian government has worked diligently to fortify the relationship between the National Development Plan (NDP) and the Strategic Development Plans of various ministries. The integration of “Implementation Books” is a key aspect of this initiative, designed to bridge the gaps in coordination between policy formulation and actual outcomes. Emmanuel noted that this innovative approach ensures that ministries are held accountable for measurable results, enhancing the effectiveness of government interventions on the population.
The focus now turns to the generation of detailed and realistic data, which will be essential for tracking the outcomes of development efforts and guiding decision-making at all levels of government. Emmanuel stated, “It is the responsibility of the Government to prove the impact of policy interventions on our people,” highlighting a commitment to transparency and accountability.
This renewed focus on strategic alignment comes amidst the government’s overarching goals outlined in the recently launched National Development Plan for 2025-2029, which aspires to empower the Fijian people and establish a path towards Vision 2050. Deputy Prime Minister and Minister of Finance Biman Prasad has emphasized that the NDP outlines specific achievement milestones tailored for the current Coalition Government, while also setting the stage for Fiji’s aspirations over the next quarter-century.
In the context of national development, the NDP includes vital goals focused on economic resilience, people empowerment, and good governance. It encourages increased private sector participation and outlines measures to eliminate barriers to investment, promote productivity, and support Micro, Small, and Medium Enterprises (MSMEs) as essential drivers of economic growth.
