Fiji PM Rabuka Calls for Global AI Framework for Peace at the UN Security Council

Fiji’s Prime Minister Sitiveni Rabuka has called on the United Nations Security Council to establish a global framework to manage the use of artificial intelligence (AI) in the realms of peace and security. Speaking in New York, Rabuka acknowledged the dual-edged nature of AI, which can enhance conflict prevention, cyber defense, and humanitarian efforts, yet poses significant risks if not properly governed.

Rabuka emphasized that true peace cannot be achieved through technology alone. Instead, it requires human commitment to trust, justice, and political resolve. He underscored the need for intergovernmental safeguards to ensure AI is used responsibly in promoting global security.

Furthermore, Rabuka referenced the Pacific’s Ocean of Peace Declaration, a commitment by regional leaders to safeguard sovereignty, eliminate military interference, and maintain peace across the Pacific. This initiative reflects Rabuka’s broader advocacy for a collective regional approach to addressing security challenges, as previously highlighted in discussions surrounding the Ocean of Peace concept.

He warned the Security Council that hesitation in setting up a framework could lead to instability and weakened security worldwide. His call to action is a continuation of efforts highlighted at various regional and international forums, where Rabuka has consistently advocated for unity among Pacific nations to tackle challenges like climate change, economic instability, and transnational crime.

The Ocean of Peace concept embodies the hope of fostering cooperation, stability, and prosperity in the Pacific. It is rooted in principles such as non-coercion, respect for international law, and environmental protection, as well as a commitment to peaceful resolution of disputes. It aligns with the broader strategy outlined in the 2050 Strategy for the Blue Pacific Continent and reflects Rabuka’s vision for a resilient and secure Pacific.

By calling for a concerted effort to create a global framework for AI, Rabuka is signaling a proactive stance in ensuring that technological advancements are harnessed responsibly for the benefit of peace and security worldwide. Such a framework could fortify global efforts to manage AI’s impact, ensuring its benefits are maximized while its risks are mitigated. This initiative presents an optimistic pathway towards a safer, more stable international landscape, emphasizing human values alongside technological progress.
