The Government of Fiji has officially initiated the tendering process for the completion of the Lautoka swimming pool, as announced by the Fiji Procurement Office. In a public notice dated November 25, 2025, the Ministry of Finance invited competitive bids from both local and international contractors, marking an important step in the management of this significant project overseen by the Ministry of Local Government.
Eligible bidders must comply with established government procurement protocols, following the technical specifications, contract conditions, and submission requirements outlined in the tender documentation. This careful approach aims to ensure that the project adheres to high standards of quality and efficiency.
Concerns regarding the management of the Lautoka swimming pool project were previously raised by the Auditor General, who reported serious planning and oversight issues within the Lautoka City Council (LCC). A parliamentary report indicated that the council paid the principal consultant $289,542 prior to the signing of an official contract, highlighting critical lapses in project management protocols. The audit emphasized the necessity for proper planning and the drafting of contractual agreements before the initiation of projects to prevent operational disarray.
Additionally, the audit revealed discrepancies in financial records, noting that transactions linked to the swimming pool project totaled $1,452,213 VEP, while only $540,518 was recorded in the Fixed Assets Schedule. Although the Principal Consultant was engaged in 2016, the formal contract was not signed until December 18, 2017. The absence of clauses concerning delay damages in the contract further complicates the project’s administration.
The current tendering initiative reflects the government’s dedication to addressing prior shortcomings and ensuring that future developments are carried out with increased accountability and transparency.
