Fiji is taking significant strides to enhance public safety by addressing the concerns surrounding repeat offenders through the establishment of a new Parole Board. This Board will play a crucial role in determining inmates’ eligibility for parole and helping facilitate their safe reintegration into society.
Siromi Turaga, the Minister for Justice and Acting Attorney-General, highlighted that the new Parole Board is designed to strike a balance between promoting rehabilitation and ensuring community safety. This initiative aims to strengthen the rehabilitation process while effectively managing the risks associated with repeat offenders, reflecting a commitment to reducing recidivism rates.
Permanent Secretary for Justice Selina Kuruleca asserted that the newly implemented system will adhere to principles of transparency, accountability, and fairness. The structure of the Board is inspired by New Zealand’s successful model, established with support from the New Zealand Department of Corrections. This collaboration seeks to enhance the oversight and effectiveness of parole processes in Fiji.
The Parole Board will be chaired by Justice Jiten Singh and is comprised of members including Peter Schultz, Aporosa Rageci, Dr. Litia Narube, and Kameli Ratuvakalevulevuya. During their first meeting, they received a comprehensive overview of the emerging parole system, underscoring the cooperative efforts required between justice and correctional agencies. The Acting Commissioner of Corrections, Auta Moceisuva, and other senior officials from the Fiji Corrections Service, were also present to support this critical initiative.
With the Ministry of Justice acting as the Secretariat, the new Parole Board is set to establish essential legislative and operational protocols. Their overarching mission is to effectively reduce repeat offending, thereby ensuring not only community safety but also fostering a fair and accountable parole process.
This proactive move by the Fijian government represents a step towards bolstering public safety while acknowledging the significance of rehabilitation as a tool for reducing crime rates. By implementing systematic reforms, Fiji aims to create a safer environment for all citizens, benefiting both individuals and the larger community.
