The Acting Permanent Secretary for the Civil Service has issued a directive reminding all civil servants of the importance of maintaining political neutrality and professionalism in the lead-up to the upcoming general election. In a circular dated October 24, Pita Tagicakirewa reiterated the apolitical nature of the Civil Service, emphasizing that its functions should be conducted in a neutral and impartial manner.
Citing the Civil Service Act of 1999, Tagicakirewa underscored the need for civil servants to adhere to the values and the Code of Conduct of the Civil Service. He specifically instructed against any form of political engagement or making administrative statements that might compromise their impartiality. The circular warns that breaches may lead to disciplinary actions under established protocol.
All ministries are tasked with ensuring that their staff is thoroughly briefed on these guidelines. Tagicakirewa highlighted that this circular replaces any previous guidance concerning political activities within the Civil Service.
This communication from the Acting Permanent Secretary follows a similar emphasis made by Prime Minister Sitiveni Rabuka, who has consistently highlighted the importance of political neutrality among civil servants. Rabuka indicated that while civil servants are entitled to personal political beliefs, these should not interfere with their professional responsibilities. He reminded public officials that they are under constant public scrutiny and must conduct themselves with integrity at all times.
In the context of governance, the importance of civil servants acting consistently with the expectations of the public cannot be overstated. As Fiji navigates through various challenges, there is a hopeful commitment from its leadership to foster accountability and uphold high ethical standards within the civil service. These reinforced guidelines represent a proactive approach to ensuring that civil servants meet their crucial roles effectively and responsibly, fostering trust between public service institutions and the citizens they serve.
