Permanent Secretaries in Fiji are set to undergo performance evaluations and sign binding performance agreements by September, marking a significant transformation in the civil service. This initiative was announced by Prime Minister Sitiveni Rabuka, aimed at enhancing accountability and ensuring that government agencies deliver measurable results for the public.

During his address, Prime Minister Rabuka emphasized the need for a comprehensive review of the civil service to assess personnel, processes, and systems. The goal is to streamline mandates, restructure frameworks, and address inefficiencies and coordination gaps. Rabuka stated, “This framework, Mr. Speaker, sir, will ensure alignment with national priorities, clear performance expectations, measurable outcomes, and transparent review processes.” He underscored that raising standards is essential to guarantee that public resources generate tangible benefits for citizens.

In addition to improving performance, Rabuka expressed a commitment to strengthening human capital, acknowledging that young individuals represent approximately 70 percent of the labor force. In response, the government is set to implement a five-year National Strategic Human Resource Plan that will align workforce development with national priorities and market needs. The plan will leverage data-driven forecasting while fostering collaborations with industry and educational institutions.

Technology will play a crucial role in these reforms as well. The Fiji Learning Institute for Public Service is scheduled to introduce training programs centered on artificial intelligence by September. These initiatives aim to enhance efficiency and facilitate data-driven decision-making within the public sector.

Rabuka highlighted that these comprehensive reforms are designed to modernize government operations, improve service delivery, and boost competitiveness in an ever-changing global economy. The changes signal a positive direction for public service efficiency and responsiveness in Fiji, paving the way for a promising future for its civil service.
