Acting Fiji Independent Commission Against Corruption (FICAC) Commissioner Lavi Rokoika has reaffirmed the commission’s dedication to combating corruption and enhancing public confidence in the rule of law. In a recent media briefing, Rokoika emphasized that FICAC operates independently, with its actions grounded in evidence rather than influenced by external pressures, personalities, or political considerations.
To maintain its impartiality, the commission employs structured disclosure and recusal mechanisms. Rokoika explained that in any situation that could create a perception of a conflict of interest, appropriate disclosures are made, and those involved in such matters refrain from participation in decision-making processes. This protocol aims to bolster public trust in FICAC’s operations.
Since June 2025, the commission has made significant strides in fortifying its internal framework, which includes enhancing internal systems, ensuring investigations and prosecutions align with legal standards, and implementing an improved strategic plan. Between June and December 2025, FICAC has received a total of 108 complaints, with 81 assessed, leading to the closure of 168 cases and the referral of seven to the police, including older unresolved files dating back to 2007.
In the Central and Eastern divisions, investigative teams reported the closure of the majority of these cases. The Western Division saw the opening of 14 new files and closure of 43 files, while in the Northern Division, 11 new files were opened, with 13 closed. Currently, there are 268 active investigation files, with 104 pending in the Western and Northern divisions, and 164 in the Central and Eastern divisions.
The Legal Division has 172 matters awaiting court resolution, with the oldest file dating back to 2013. Since taking office, Ms. Rokoika has overseen the filing of 14 charges, underscoring FICAC’s commitment to advancing cases only when sufficient admissible evidence exists. She clarified that not every complaint leads to an investigation, nor does every investigation result in prosecution, highlighting the commission’s adherence to evidentiary standards and prosecutorial discretion.
Through these initiatives, FICAC continues to uphold its integrity and uphold the law, engaging with the community and reinforcing public confidence in its mission against corruption in Fiji.
