The Fiji Independent Commission Against Corruption (FICAC) is taking significant steps to improve its internal operations and expedite the justice process through the implementation of a new strategic plan. Acting Commissioner Lavi Rokoika introduced these initiatives during a presentation to the Standing Committee on Foreign Affairs and Defence, showcasing FICAC’s annual reports spanning from 2020 to 2023.
A key feature of the strategic plan is the introduction of a graded case management system, which categorizes investigations from A to D, allowing the commission to better manage the timeline for resolving cases. Rokoika expressed hope that these improvements would lead to a quicker resolution process, noting, “Hopefully, with those new systems that we’re putting in place, it will shorten the time period in which a file is kept with a particular officer.” The plan aims for a maximum turnaround of three days for legal opinions, with investigations being monitored on a weekly or biweekly basis to promote efficiency.
These reforms come in response to growing concerns about delays within the justice system. Rokoika emphasized that these new measures could substantially enhance case handling and prosecution processes, as the initiative is still in its early stages. This strategic overhaul reflects prior efforts made under Rokoika’s leadership, addressing persistent challenges such as overdue investigations and the need for improved performance metrics. Notably, the reduction of Key Performance Indicators from 133 to 25 allows for a more focused approach by the commission. Furthermore, the establishment of a Special Taskforce dedicated to tackling backlogged cases highlights FICAC’s commitment to a proactive stance against corruption.
Recent initiatives have also included plans to establish an intelligence unit within FICAC to bolster investigative capabilities and shift the agency’s operations from a reactive to a proactive model. These reforms have garnered public and stakeholder support, with many anticipating a considerable improvement in the resolution of delays and increased accountability for public officials.
