The Environmental Impact Assessment (EIA) for a proposed 13-storey apartment development in Vatuwaqa indicates that the project is unlikely to have significant adverse effects on the environment. The assessment, conducted by ENasome Environment Consultant Services under the lead of environmental consultant Epeli Nasome, emphasizes that the site is within an area already undergoing considerable residential and infrastructural development. If appropriate mitigation strategies are implemented, the anticipated environmental impacts are expected to be minimal.

To ensure effective implementation of these measures during the site preparation, construction, and operational phases, Mr. Nasome recommended periodic inspections by relevant authorities, including the Department of Environment and the Suva City Council (SCC). The project must acquire necessary approvals from the Department of Town and Country Planning (DTCP) and is subject to the Town Planning Act (Cap 139) and guidelines administered by both the DTCP and SCC. Applications for development permission must be submitted through the SCC, ensuring they adhere to established planning and building regulations.

The planning requirements impose specific constraints, including permitted land use, building setbacks, plot ratios, site coverage controls to prevent excessive development, and car parking provisions. The proposal currently includes 11 on-site car parking spaces. Applications regarding the project’s building development have been submitted to the DTCP and SCC and are currently under review.

During a public consultation held recently at the Fiji Teachers Association Hall in Suva, local residents expressed concerns about the limited availability of car parking, specifically for families with multiple vehicles. Issues of traffic congestion, road safety, and potential disruptions due to construction were also brought to the forefront. Conversely, some attendees urged for the project to commence swiftly, highlighting the potential for job creation for unemployed youth in the area, which could help deter engagement in drug use and glue sniffing.

In response to traffic and access concerns, Mr. Nasome noted that the Fiji Roads Authority is involved in the planning process. This collaboration aims to address local transportation challenges effectively, enhancing the project’s overall feasibility.

The development is jointly owned by Cabinet Minister Charan Jeath Singh and former President Ratu Wiliame Katonivere, indicating notable investment interest in addressing the housing needs of the community while supporting economic growth through employment opportunities.
