Passengers who fail to effectively use the national e-ticketing system for bus services may unintentionally play a role in escalating bus fares, as cautioned by the Land Transport Authority (LTA). Chief Executive Irimaia Rokosawa highlighted concerns regarding fare evasion linked to non-compliance with the tap-on system, which is resulting in considerable revenue losses for bus operators. This situation endangers the sustainability of their services.
Mr. Rokosawa underscored the gravity of the issue, suggesting that continuous fare evasion could push operators into financial difficulties, leading them to request fare increases from the Fijian Competition and Consumer Commission (FCCC). He indicated that operators facing ongoing losses might be compelled to adjust ticket prices to remain viable.
The LTA is encountering increasing challenges in enforcing compliance, with enforcement officers noting discrepancies between the actual number of passengers and those reported in electronic records. Reports reveal that while buses are generally operating at full capacity, the e-ticketing system reflects a significantly lower number of paying passengers. This inconsistency has led to numerous complaints, raising questions about the efficacy of the current e-ticketing structure.
Describing the situation as a “poverty cycle,” Mr. Rokosawa cautioned that persistent non-compliance would further inflame the financial burdens on bus operators, making fare hikes inevitable. He acknowledged that while the LTA is tasked with ensuring compliance, the system’s success heavily depends on public cooperation and the involvement of key stakeholders.
In light of these challenges, the LTA is partnering with Vodafone Fiji and other collaborators to improve card top-up services, especially in rural areas, and to advocate for smartphone-based reloading options. Mr. Rokosawa emphasized that proper use of the e-ticketing system fosters transparency and safeguards operators’ revenues, ultimately aiding in keeping bus fares affordable and stable for users nationwide.
