DOTr weighs LRMC plan to finish Manila’s Common Station

The Department of Transportation (DOTr) is currently assessing a proposal from Light Rail Manila Corp. (LRMC), the operator of the Light Rail Transit Line 1, to finalize the long-awaited Unified Grand Central Station, also referred to as the Common Station. This station is a crucial element in improving Metro Manila’s transportation infrastructure, particularly in easing transfers between major rail lines.

Transportation Undersecretary for Railways, Timothy John Batan, confirmed the reception of the proposal and emphasized the importance of careful evaluation since it involves a public-private partnership (PPP). Such an arrangement typically requires the private operator to secure a reasonable return on their investment. “We have received their proposal. We are currently reviewing it. Then, we will process it, and our target is by the end of the year to agree with them on how they could help us in finishing the common station,” Batan stated. He also highlighted that while financial structures are yet to be determined, discussions will focus on establishing a viable investment recovery plan.

The completion of the Common Station, located along North EDSA in Quezon City, is vital for the future connectivity of Metro Manila’s transport network. Originally scheduled for completion in 2020, the project has been delayed due to the pandemic and other setbacks.

Upon completion, the Common Station will facilitate seamless interchange between different rail lines and enhance overall transport connectivity. The facility will also feature an integrated intermodal transport system to support buses, jeepneys, and taxis, thereby offering a more efficient transport solution for commuters.

The next stages involve wrapping up negotiations with LRMC and obtaining approval from the Department of Economy, Planning, and Development, which will help establish a clearer picture of the project’s financial requirements.

The DOTr previously terminated its agreement with the initial consortium responsible for the station, namely BF Corp. and Foresight Development and Surveying Co., due to significant project delays. Finalizing the Common Station remains a high priority, with hopes that the new partnership will streamline completion efforts and improve urban transit in Metro Manila.

By pushing towards a resolution and completion of the Common Station, the DOTr aims to pave the way for a more integrated and efficient transport network in the region, addressing longstanding commuter concerns.
