The City of Detroit is embarking on an exciting initiative to enhance its procurement process by incorporating artificial intelligence (AI) into all Requests for Proposals (RFPs) issued by the Office of Contracting and Procurement. Mayor Mike Duggan highlighted Detroit’s legacy of innovation, stating, “By inviting companies to include artificial intelligence and other innovative technology in their proposals, it will give them the freedom to design solutions that can adapt more quickly to the needs of our residents.”
Every year, Detroit issues nearly 300 RFPs, attracting responses from over 400 bidders. With more than 1,100 vendors currently engaged in city contracts, the addition of an AI invitation statement to each RFP signals a significant shift. This statement encourages contractors to “employ innovative approaches, including ethically and responsibly leveraging artificial intelligence and advanced technologies, to enhance goods delivery, services, and operational performance.”
The city envisions a broad range of applications for AI technology. For instance, AI-powered multi-lingual translation could improve access to crucial city information, including emergency services, while predictive modeling could aid in planning for the maintenance and replacement of infrastructure. By prompting proposals that incorporate these advanced technologies, Detroit aims to elevate service delivery and tap into the full potential of AI for civic needs.
Sandra Yu Stahl, Chief Procurement Officer, expressed enthusiasm about the initiative, stating that she looks forward to seeing vendors leverage AI to enhance city services while upholding high operational standards. Additionally, Art Thompson, Chief Information Officer, affirmed the city’s aim to embrace and promote technological advances in service delivery for residents.
