During a recent workshop, Jorge Rodríguez, the President of the National Assembly and a member of the PSUV, proposed a new approach to Social Parliamentary Action based on community circuits. This proposal was presented to the elected deputies for the 2026-2031 term in the José Félix Ribas hall of the Teresa Carreño Cultural Complex.
Rodríguez explained that each assembly member would be responsible for 20 community circuits, allowing for discussions on laws and the collection of public proposals, which will then be presented to the National Assembly (AN). He also suggested the establishment of a large plenary session involving all grassroots organizations across the country.
In addition to his proposals on community engagement, Rodríguez emphasized the importance of harmonizing the country’s laws into significant legislative codes covering economic, judicial, family, and civil matters to better reflect contemporary realities. He highlighted the idea of creating a Popular Power code, which would emphasize sovereignty and peace, alongside a new environmental code aligned with the government’s seven transformations work plan.
Furthermore, Rodríguez called for the new Parliament to explore innovative ways to democratize the electoral system, including the establishment of new voting centers focused on community needs. He acknowledged the accomplishments of the National Assembly from 2021 to 2025, which resulted in the approval of 94 laws consulted and debated with the public, countering the ineffective practices of the 2015 Parliament that led to blockades and sanctions against the country.
This proposal indicates a strong commitment to fostering a more inclusive, community-oriented governance model, demonstrating a focus on collaboration and interaction with citizens in legislative processes.
