Canada announced on Monday that it is preparing an aid package for Cuba, which is currently grappling with severe fuel shortages and blackouts exacerbated by a longstanding U.S. oil embargo. Foreign Minister Anita Anand did not disclose specific details about the assistance plan, but emphasized that preparations are underway.

Cuba is facing an acute energy crisis that has worsened significantly in recent weeks due to halted oil shipments from Venezuela, its primary oil supplier. This disruption followed an attack by the U.S. on Venezuela in early January, which resulted in the arrest of its leader. Mexico, another key supplier, also withdrew oil shipments due to pressure from the U.S.

The impact of these shortages has even led Air Canada and other airlines to cancel flights to the Caribbean island, as there is insufficient aviation fuel available. Canada has been a critical partner for Cuba’s economy, serving as its second-largest source of direct investment, especially in the tourism and mining sectors.

In addition to Canada, Mexico has already begun providing humanitarian aid to Cuba. Earlier this month, two ships from the Mexican Navy delivered about 800 tons of goods, including 1,500 tons of powdered milk and beans, to the island. This aid comes in response to heightened tensions, particularly after former U.S. President Donald Trump threatened to impose tariffs on countries supplying oil to Cuba, further deepening the island’s economic and energy crises.

Since 2020, Cuba has endured a significant economic downturn, worsened by increased U.S. sanctions aimed at changing the island’s political system. This blockade has led to critical shortages and severe blackouts, which reached alarming levels in early 2026. Currently, Cuba only produces 40% of the fuel it needs, making it highly susceptible to external pressures. While nations like Russia and China have condemned U.S. actions, their support for Cuba has mostly been symbolic.

This situation highlights the ongoing struggles faced by Cuba, but also the potential for international collaboration to alleviate some of the hardships experienced by its people.
