The Canadian government has officially designated three ideologically motivated violent extremist networks as terrorist entities under its Criminal Code: 764, the Maniac Murder Cult, and the Terrorgram Collective. This decision stems from concerns about these groups’ tactics of targeting vulnerable youth through social media and online gaming platforms, where they recruit, radicalize, and disseminate violent propaganda.
With this designation, the Canadian authorities must freeze assets linked to these organizations and report any findings to the Canadian Security Intelligence Service (CSIS) or the Royal Canadian Mounted Police (RCMP). Furthermore, any provision of financial services or support to these groups is strictly prohibited. This measure also enables immigration and border officials to deny entry to individuals associated with these terrorist networks, in accordance with the Immigration and Refugee Protection Act.
Public Safety Minister Gary Anandasangaree emphasized the urgency of addressing this issue, stating that these groups exploit at-risk individuals, particularly youth, and highlighted the need to stop their activities.
In addition to the aforementioned networks, Canada has also classified Islamic State-Mozambique, a faction of the Islamic State operating in Mozambique, as a terrorist entity. This armed group seeks to impose Sharia-based governance through violent insurgency, targeting civilian populations and security forces.
The Anti-Defamation League (ADL) describes 764 as a decentralized global network that promotes violence and engages in various criminal activities, including sextortion. Meanwhile, the Maniac Murder Cult is notorious for its neo-Nazi ideology and is recognized for its graphic propaganda portraying violence against marginalized individuals, often involving attacks on the homeless.
By taking a firm stance against these extremist networks, Canada aims to protect its youth and reduce the risks posed by radicalization. The government’s actions signify a commitment to ensuring public safety and countering ideologies that incite violence and hate.
