California Attorney General Rob Bonta has filed a lawsuit against Swaranjit “Mike” Nijjar and his family-owned property management companies, primarily PAMA Management. This legal action follows a three-year investigation that reveals serious allegations of unsafe living conditions for tenants. The lawsuit claims Nijjar’s companies have violated several California laws by exposing tenants to substandard housing marked by pest infestations, leaking roofs, overflowing sewage, and various other hazards. The allegations extend to discriminatory practices against applicants with Section 8 housing vouchers and overcharging tenants for rent, utilizing leases that mislead tenants regarding their rights.
Attorney General Bonta referenced the distressing conditions faced by tenants, many of whom are from low-income backgrounds, highlighting that they are often forced to choose between tolerating deplorable conditions or facing homelessness. The lawsuit seeks penalties, full restitution for financial damages suffered by tenants, and injunctive relief to prevent Nijjar and PAMA from engaging in these illegal practices in the future.
Bonta stated, “PAMA and the companies owned by Mike Nijjar and his family are notorious for their rampant, slum-like conditions,” and emphasized the exploitation of vulnerable families as a significant issue. The investigation also revealed that the Nijjar family manages over 22,000 rental units across California, primarily located in low-income neighborhoods, and consistently faces citations for habitability violations.
The Attorney General’s lawsuit not only details the severe maintenance issues plaguing PAMA properties, such as structural damage and infestations, but also points out deceptive lease practices that undermine tenant rights.
