Former Prime Minister Voreqe Bainimarama and former Police Commissioner Sitiveni Qilihio are currently under investigation for alleged attempts to compel the Republic of Fiji Military Forces to deploy troops onto the streets, citing concerns over widespread violence and civil unrest during a politically sensitive period in December 2022.

These events occurred while discussions were taking place to establish a new government following Fiji’s general elections. Assistant Commissioner of Police Crime, Mesake Waqa, confirmed that the investigation is still ongoing, responding to inquiries from The Fiji Times about the status of allegations of sedition against Bainimarama and Qilihio.

In a September 2024 interview on The Fiji Times program Lens@177, Major-General Ro Jone Kalouniwai, the military commander, recounted a conversation with then-police commissioner Qiliho, who requested the deployment of troops due to claims of instability stemming from the election results. Major-General Kalouniwai stated he decided to keep the troops stationed at the Queen Elizabeth Barracks (QEB) instead.

On December 22, 2022, President Ratu Naiqama Lalabalavu publicly acknowledged Major-General Kalouniwai’s leadership during this critical transitional phase, commending him for his resolute stance that allowed the electoral process to proceed and for respecting the will of the people in electing a new government.

This investigation highlights the complex interplay between military and political power in Fiji and underscores the importance of maintaining stability during times of change, reflecting a commitment to democratic principles.
