50 Implementation Books to Unite Plans, Budgets and Public Accountability

The Government has introduced approximately 50 Implementation Books aimed at fostering better coordination across ministries and enhancing accountability in national development planning. According to Assistant Minister Esrom Emmanuel, these books represent a transformative approach that effectively merges planning, budgeting, and performance evaluation into a cohesive system.

Mr. Emmanuel stated that the Implementation Books serve as crucial tools for aligning ministries’ strategic and operational plans with the overarching National Development Plan (NDP). “Concerted efforts were made to strengthen the connection between the NDP and each ministry’s strategic and operational plans,” he remarked, highlighting an essential shift in how governmental processes will operate.

This new structure enables the Government to track performance metrics and ascertain whether the outputs and outcomes of NDP policies meet the expectations of citizens. Emmanuel declared this change signifies the end of “business as usual” for the Government, stressing its newfound responsibility to assess public responses regarding the effectiveness of the policies and strategies implemented through the NDP.

Furthermore, the approach assures that the Government will be held accountable for producing tangible results in communities, which aligns with previous discussions led by the Deputy Prime Minister and Minister of Finance, Professor Biman Prasad.
