Iryna, who fled the devastation of war in Ukraine with her family, was striving to build a new life in the United States. She was actively participating in English classes and working to support herself when her promising future was abruptly ended by a brutal act of violence. The perpetrator, identified as Carlos Brown Jr., has a criminal history and is facing first-degree murder charges in connection with Iryna’s death.

Surveillance footage revealed the horrifying moments leading up to the attack, showing Iryna quietly seated on a train in Charlotte, North Carolina, unaware of the danger behind her. The video captures Brown preparing to forcefully stab her, an act that left Iryna fatally injured and the passengers in panic. Eyewitness accounts described the chaos that ensued, as Brown allegedly walked calmly down the train aisle, blood on his hands, shortly after the attack.

In response to Iryna’s tragic death, North Carolina Governor Josh Stein has implemented “Iryna’s Law,” which seeks to enhance scrutiny on individuals released on bail, particularly for violent crimes and repeat offenders. The law aims to bolster public safety in the wake of such senseless violence.

Carlos Brown, now in custody without bond, has been reported to have a history of mental health issues, including a diagnosis of schizophrenia. He is currently being held at the county jail, where an order has been filed for his commitment to Central Regional Hospital.
