Rural communities in the Northern Division are facing ongoing development challenges that emphasize the urgent need for comprehensive reforms. The current consultations for the National Rural Development Policy have been met with optimism, as this initiative aims to address these significant issues directly.

Lead Consultant Mosese Sikivou highlighted that the new policy will center around people, emphasizing that community needs will be prioritized while effectively utilizing available resources. “We are developing a new policy and a new system for rural development. The system people are familiar with today could change significantly,” Sikivou remarked.

Former MP Jale Sigarara, who participated in the consultations, pointed out that outdated policies have had lasting effects on these communities, making substantial reform critical. “We constantly hear politicians talking about change, but for decades there has been no real change. For nearly 80 years, people in rural communities have suffered. Now the focus must be on the people and the community,” he stated.

Additionally, Tui Macuata and former President Ratu Wiliame Katonivere emphasized that past frameworks have not sufficiently addressed the challenges faced by rural and outer island areas. He expressed the need for rural development strategies that respect both land and sea, strengthen social cohesion, and create opportunities for youth to thrive without leaving their communities.

Ratu Wiliame also stressed the importance of sustainability and cultural relevance in development practices, asserting that the new policy can empower provinces, districts, and communities by improving service delivery and fostering long-term partnerships.

The ongoing consultation, involving stakeholders from regions such as Cakaudrove, Bua, and Macuata, is set to conclude soon, marking a crucial juncture for rural development in the region. With the proposed reforms, there lies the potential for meaningful progress that could lead to a brighter future for rural communities, ensuring that their needs are met for generations to come. This holistic approach aims to revitalize these areas while honoring their unique cultural heritage.
