Palau’s President Surangel Whipps Jr. is poised to make a significant impact at the upcoming 13th World Ocean Summit, where he will emphasize the vital role of science and technology for effective ocean stewardship, particularly for small island nations. Scheduled for March 4-5, 2026, in Montreal, Canada, the summit, themed “Innovate, Protect, Prosper: Securing Our Ocean Future,” will convene global leaders, experts, and innovators to discuss pressing issues regarding ocean governance and the burgeoning blue economy.

In his address, President Whipps is expected to share Palau’s vision for a sustainable ocean future, focusing on innovation, collaborative governance, and equitable access to marine technology. He plans to underscore the urgent necessity for strong, science-backed protections for deep-sea ecosystems, advocating for a blue economy that harmonizes conservation efforts with community well-being.

As President Whipps noted, “As small island nations, we are custodians of vast ocean areas that sustain the planet.” His commitment to showcasing that responsible ocean stewardship can align with sustainable development is central to his message.

In preparation for the summit, President Whipps is also advocating for strengthened partnerships among governments, the private sector, and philanthropic organizations. These collaborative efforts are particularly timely as Palau gears up to host the Pacific Islands Forum and prepares for COP31, aiming to enhance the region’s leadership regarding ocean and climate action.

A notable advancement in this endeavor is the recent signing of a Memorandum of Understanding (MOU) with Biosphere Dynamics LLC, a move aimed at enhancing Palau’s ocean monitoring and protection capabilities. This agreement facilitates the deployment of advanced unmanned aerial systems and integrated analytics to combat Illegal, Unreported, and Unregulated (IUU) fishing within Palau’s expansive 600,000 square kilometer Exclusive Economic Zone (EEZ).

The partnership with Biosphere Dynamics, headed by CEO Peter Houlihan, aims to improve Palau’s maritime domain awareness, strengthen enforcement mechanisms, and maintain local control over valuable data. Importantly, this collaboration includes training for local personnel, enhanced evidence collection to support national laws, and the development of a monitoring model to be shared with other Pacific Islands Forum members—all aligned with the goals of ocean health preservation and meeting global biodiversity targets.
