Mozambique LNG Financing Recast as TotalEnergies Moves Forward Without UKEF and Atradius

PARIS, December 02, 2025—TotalEnergies has issued a clarification regarding the Mozambique LNG project and the implications of the recent communications from the UK and Dutch authorities concerning their Export Credit Agencies, UK Export Finance (UKEF) and Atradius.

In 2020, the Mozambique LNG project secured a significant financing deal amounting to USD 15.4 billion from a consortium of around 30 lenders, which included both Export Credit Agencies and commercial banks. However, following an extended Force Majeure period, the project has been restructured. TotalEnergies, alongside its partners, has reached an amended financing agreement to align with the updated project timeline.

After the lifting of the Force Majeure, the Mozambique LNG consortium has opted to continue the project without UKEF and Atradius, as these agencies had not reaffirmed their contributions. To fill this gap, the partners of Mozambique LNG have unanimously committed to providing additional equity amounting to approximately 10% of the external financing.

TotalEnergies expressed gratitude to the lenders who represent about 90% of the project’s external financing for their continued support, recognizing its vital role in Mozambique’s development.

Furthermore, following the release of reports by the Ministry of Finance of the Netherlands, external advisors Clingendael and Pangea Risk highlighted concerns about the human rights and security situation in Cabo Delgado. TotalEnergies acknowledged these reports but expressed disappointment that the advisors did not conduct on-the-ground investigations in Mozambique, relying instead on third-party information.
