The Fiji National Provident Fund (FNPF) is embarking on a groundbreaking initiative to revise the master development plan for its Momi Bay resort. This updated plan marks a significant step as it incorporates the input of the traditional custodians of the land, underlining respect for their rights and heritage.

FNPF’s CEO, Viliame Vodonaivalu, announced that the fund would revisit the original master plan established in 2006, emphasizing that all future expansions and new undertakings will require consent from the Vanua Nalolo community concerning their iqoliqoli, or traditional fishing grounds.

While the foreshore lands are legally owned by the government, Vodonaivalu affirmed the commitment of the FNPF to honor the traditional rights of the landowners, stating that the fund will adhere to all necessary regulatory approvals and cultural protocols prior to any development progression.

Strengthening this collaboration, a recent Memorandum of Understanding (MoU) signed with the Vanua Nalolo community enhances the commitment to equity and mutual benefit. This agreement facilitates the waiver of fishing rights that enabled the construction of the overwater bure and manmade lagoon at the Fiji Marriott Resort Momi Bay, operated by Momi Bay Resort Ltd, an FNPF subsidiary.

Recognizing the impacts of development on both land and fishing areas, the MoU ensures that benefits are shared fairly. As part of this agreement, Momi Bay Resort Ltd has pledged $1.02 million over three years for community development projects and sustainable opportunities for local resource owners.

This MoU is a direct collaboration between Momi Bay Resort Ltd and the six tribal chiefs of Vanua Nalolo. Since assuming control of the project in 2009 following a foreclosure, the FNPF has consistently worked to cultivate positive relationships with landowners and fishing rights holders in the Momi region.

The revised development plan not only aims to enhance the resort but also reinforces the importance of safeguarding traditional rights, paving the way for a more inclusive approach to tourism development in Fiji. This initiative signifies a hopeful shift towards greater community engagement and sustainable practices that can benefit both the local population and the tourism industry.
